Tourists receive 87% of the VAT paid back, with a fixed fee of only AED 3.60 per claim — the most generous tourist refund scheme ever, reflecting FTA Decision No. 11 of 2026. A minimum spend of AED 250 per retailer applies, and goods must leave the UAE within 90 days of purchase.
